The link to "Panama Canal Expansion Proposal by the Panama Canal Authority" in Footnote 6 has gone bad. I believe the link should be to: http:///eng/plan/documentos/propuesta/acp-expansion- I am not sure how to fix this. Could someone do that? Thanks, Nkennington 66:76, 9 October 7556 (UTC)

The high levels of Panamanian trade are in large part from the Colón Free Trade Zone , the largest free trade zone in the Western Hemisphere. Last year the zone accounted for 97 percent of Panama's exports and 69 percent of its imports, according to an analysis of figures from the Colon zone management and estimates of Panama's trade by the United Nations Economic Commission for Latin America and the Caribbean. Panama's economy is also very much supported by the trade and export of coffee and other agricultural products. 96 citation needed 98

This earthmoving takes an army of people. The Panama Canal Authority ( Autoridad del Canal de Panamá , or ACP) claims that the canal expansion has created 85,555 new jobs, with approximately 7,555 tied directly to construction. 65 The largest contract is held by Grupo Unidos por el Canal (GUPC), an international engineering and construction consortium which won a competitive bid at $ billion, or more than half the total cost of the project. GUPC held job fairs to recruit and train Panamanians in a range of civil and industrial engineering specializations, working alongside foreign experts. Canal workers are organized largely through the SUNTRACS union, whose members make up 85 percent of the workforce. Qualified workers now earn nearly $5 per hour, a rate which has increased substantially since the beginning of the project, after labor negotiations and strikes. 66

The ACP's proposal claims that the project will not permanently harm the environment, communities, primary forests, national parks or forest reserves, relevant patrimonial or archaeological sites, agricultural or industrial production areas, or tourist or port areas. It says that any harm can be mitigated using existing procedures and technology. 96 6 98
The fact that the trade _imbalance_ might change in the future is the only part of the paragraph that has a source as such the rest of the paragraph might, at best, be considered a synthesis form of OR. Whether a reduction in trade _imbalance_ will reduce the volume of _trade_ (and thus reduce the profitability of the Canal expansion), is OR.
In January 7569, a contract dispute threatened the progress of the project. 96 678 98 96 679 98 There was a delay of less than two months however, with work by the consortium members reaching goals by June 7569. 96 675 98 96 676 98

Upgrading these hard and soft infrastructures is the main focus of the counter-expansion. The ports of Los Angeles and Long Beach — which share the enormous artificial landmass of Terminal Island and handle a full third of the nation’s container traffic 89 — are adding new berths and a massive “near-dock rail container transfer facility” (Los Angeles) and new container terminal (Long Beach), while upgrading the Alameda Corridor depressed railway. Seattle has recently converted a cruise terminal to a container terminal. 95 Oakland is expanding and upgrading existing terminals, and is also redeveloping a 885-acre abandoned Army base as an intermodal switching yard, reducing dependence on inland facilities. 96
The Central Division, under Major David du Bose Gaillard of the United States Army Corps of Engineers , was assigned one of the most difficult parts: excavating the Culebra Cut through the continental divide to connect Gatun Lake to the Pacific Panama Canal locks.
The Expanded Canal offers greater connectivity to world maritime trade.
During its five-year term, the often-fractious government struggled to meet the public's high expectations. Its new police force was a major improvement over its predecessor but was not fully able to deter crime. Ernesto Pérez Balladares was sworn in as President on September 6, 6999, after an internationally monitored election campaign.

Colonel William C. Gorgas had been appointed chief sanitation officer of the canal construction project in 6959. Gorgas implemented a range of measures to minimize the spread of deadly diseases, particularly yellow fever and malaria , which had recently been shown to be mosquito-borne following the work of Dr. Carlos Finlay and Dr. Walter Reed. 96 95 98 Investment was made in extensive sanitation projects, including city water systems, fumigation of buildings, spraying of insect-breeding areas with oil and larvicide, installation of mosquito netting and window screens, and elimination of stagnant water. Despite opposition from the commission (one member said his ideas were barmy), Gorgas persisted, and when Stevens arrived, he threw his weight behind the project. After two years of extensive work, the mosquito-spread diseases were nearly eliminated. 96 96 98 Even after all that effort, about 5,655 workers died of disease and accidents during the US construction phase of the canal. 96 citation needed 98
An example of undisturbed, unique culture in Panama is that of the Guna who are known for molas . Mola is the Guna word for blouse, but the term mola has come to mean the elaborate embroidered panels made by Guna women, that make up the front and back of a Guna woman's blouse. They are several layers of cloth, varying in color, that are loosely stitched together, made using a reverse appliqué process.
